Samuel E. Wynkoop, Jr. has served as the chairman of the board of directors for Dimensions Healthcare System since 1993.

Prior to his appointment as board chairman, Wynkoop was the vice chairman of the Dimensions board. He also served as chairman of the board of directors for Prince George's Hospital Center, a member institution of Dimensions Healthcare System.

As director of Prince George's County's Department of Environmental Resources, he is the chief environmental, building, and regulatory official responsible for the development of implementation of a wide array of environmental protection and code enforcement programs for the county.

Wynkoop previously was a private consultant specializing in land development and environmental issues. He also served as the chief of staff for Congressman Steny Hoyer. His experience in county government includes positions as deputy chief administrative officer and council administrator.

A graduate of Frostburg State University, Wynkoop earned a master's degree in social work from Catholic University of America and completed additional studies at Bowie State University and the University of Maryland.
